OK. Now we need to purify the C roms to the full 100% good encrypted ones.

Get skywalker2k.topcities.com/convert2_2k1_IPS.zip

Unzip the contents of this and the impure C roms to the same dir.

If the filenames of the C roms are in the format 264-c1.bin then use this command line: convert2 1 e 3F 264 8 - bin (just rename the files if they're not that, or change the command line)

The propper C roms will be generated. Zip those with the V,M,P roms

You can verify the CRC of the encrypted roms with the dat file below:

System: NEO
RomName: rdragon
Game: Rage of Dragons

Just use the nebula mr.rom provided and put the dat file in your romdat folder. You will also need the neogeo bios zip.

Does the bios have to be zipped? I but the dat file in the right folder and put the unzipped bios files in the folder, but it comes up with an error acting like the bios files aren't there and asks me if I want to continue. This flashes really quickly and if I hit enter in time, it just goes to a bright green screen. I'm using the version of Nebula mr. rom gave out.

To solve the "locked" issue

Get nebula 2.18b from http://www.pcbboard.com/files/nebula218b.zip

Edit the nebula.ini and add this line: l33tNGUnlock=1

You will also get to load the crappy games Metal Slug 4 and Kof2001

Don't unzip the bios files.

All games kof99 and newer have encrypted C roms. But on the net they usually give hacked decrypted ones cause they compress better. Although kof99, garou, and bang bead also have non-encrypted beta versions dumped (as well as the full encrypted ones)

That was a pretty lame explanation  .

en·crypt Pronunciation Key (n-krpt)
tr.v. en·crypt·ed, en·crypt·ing, en·crypts

1. To put into code or cipher.
2. Computer Science. To alter (a file, for example) using a secret code so as to be unintelligible to unauthorized parties.

The encrypted ROMs are the best to get. They will be smaller in size (I believe?) and the most "legit". It is up to the emulator to decrypt them on the fly. I might not know what I am talking about here.

I put it back into a zip and it did the same thing. Does the zip have to be named a certain thing or put in a certain place? It's named "bios" and it's just in the main folder, right now.
