All new MAME verstions come in Win32 format as standard now (mamew). If your refering to MAME32, the interface is still being stiched onto mamew's core. I would expect to see it return in the next couple of months (or in time for 0.37 final anyway).
If you want Point Blank-style action on reasonably slower PCs, check out Zero Point. Its a shameless knock-off, but it uses standard parts rather then Namcos custom-fest.
NAC vol.2 is where its at for me (Pac-Man and Dig Dug) but looks like thats being held-over for the next Beta/RC.
